Position Summary: The Director of the Health Impact, Cost and Coverage Analysis Program (HICCAP) leads the evaluation of proposed health insurance mandates in Texas, analyzing their financial and public health impacts. This role involves close collaboration with legislative leaders, the Texas Department of Insurance, and other key stakeholders to produce data-driven reports that inform state policy decisions. The Director oversees a multidisciplinary team of scientists, analysts and actuaries to ensure the delivery of timely, accurate assessments aligned with regulatory frameworks. The position requires at least seven years of experience in health policy analysis, including three years in a supervisory role, and a master’s degree in public health, he
