Position Summary:
The Director of the Health Impact, Cost and Coverage Analysis Program (HICCAP) leads the evaluation of proposed health insurance mandates in Texas, analyzing their financial and public health impacts. This role involves close collaboration with legislative leaders, the Texas Department of Insurance, and other key stakeholders to produce data-driven reports that inform state policy decisions. The Director oversees a multidisciplinary team of scientists, analysts and actuaries to ensure the delivery of timely, accurate assessments aligned with regulatory frameworks.
The position requires at least seven years of experience in health policy analysis, including three years in a supervisory role, and a master’s degree in public health, health policy, or a related field (doctorate preferred). The ideal candidate will have deep expertise in health policy and insurance markets, experience working with legislative bodies and state agencies, familiarity with medical billing and coding standards, and strong leadership, analytical, and communication skills.
This individual will be onboarded prior to the formation of the full team, offering a unique opportunity to shape and build a group that will support the evaluation of health insurance mandates across the state of Texas.
Position Key Accountabilities:
Leads HICCAP's operations, ensuring timely and accurate assessments of health coverage mandates requested by the governor, lieutenant governor, and legislative committee leaders.
Conducts comprehensive analyses of proposed legislation, evaluating financial and public health impacts on the insurance industry.
Collaborates with the Texas Department of Insurance (TDI) and other state agencies to align findings with regulatory frameworks.
Manages a team of analysts, researchers, and consultants, fostering a results-driven and analytical work environment.
Engages with actuaries, health economists, physicians, and other experts to ensure informed policy recommendations.
Develops reports and presentations tailored for legislators, executive leaders, and key stakeholders.
Maintains up-to-date knowledge of Texas-regulated health benefit plans, employee health coverage, and individual and group insurance markets.
Applies expertise in medical billing and coding practices, including Current Procedural Terminology (CPT) and Healthcare Common Procedure Coding System (HCPCS) standards, to policy evaluations.
Builds relationships with health and insurance industry representatives to enhance collaboration and transparency.
Manages Human Resources activities for direct reports in regards to: recruiting and selection; hiring and termination, training, development, mentoring, counseling, performance evaluations, and salary planning.
Responsible for the design, execution and effectiveness of a system of internal controls which provides reasonable assurance that operations are effective and efficient, assets are safeguarded; financial information is reliable and compliant with applicable laws, regulations, policies and procedures.
Performs other duties as assigned.
Certification/Skills:
Strong knowledge of Texas' healthcare regulatory environment, insurance market structures, and government employee health benefits is required.
Demonstrated ability to analyze legislative proposals and assess their public health and financial implications is required.
Proven success in working with government agencies, legislators, and healthcare professionals is required.
Excellent leadership, analytical, and communication skills are required.
Direct experience collaborating with the Texas Department of Insurance is preferred.
Previous work in a legislative body, policy institute, or association analyzing health coverage mandates is preferred.
Strong relationships with health and insurance industry stakeholders are preferred.
Minimum Education:
Master's Degree in public health, health policy, or a related field required.
Doctorate Degree preferred.
May substitute required education with equivalent years of experience beyond the minimum experience requirement.
Minimum Experience:
7 years of experience in health policy analysis with at least three years of supervisory experience required
Supervisory experience in public health administration or legislative affairs preferred
Physical Requirements:
Exerts up to 20 pounds of force occasionally and/or up to 10 pounds frequently and/or a negligible amount constantly to move objects.
